This Request for Bid (RFB) is an invitation by the Government of Saskatchewan (GOS), Ministry of SaskBuilds and Procurement (SBP) to prospective Proponents to provide Submissions for the provision of Lenel card access system products, as further described in the RFB Particulars (Appendix A).
SBP requires the supply and delivery of Lenel card access system products on an as needed basis.
Bridge inspection services are required for the inspection of Saskatchewan's rural municipal bridge inventory over a period of four fiscal years starting 2026 and concluding in 2029. These services are being procured by the Saskatchewan Association of Rural Municipalities (SARM) on behalf of the Rural Integrated Roads for Growth Program (RIRG).
The project is described as follows:
Conduct a detailed inspection of all bridges on rural municipal roads in Saskatchewan’s Rural Municipalities as described in Schedule “A”. The detailed inspections shall be carried out according to the requirements of the Saskatchewan Ministry of Highways and Infrastructure customized version of the Ontario Structure Inspection Manual (OSIM), May 2018 as described in Schedule “B.” For each bridge, submit an inspection report to the appropriate Municipalities and SARM listing, in order of priority, the repairs required to restore the structure to its pre-damaged condition and capacity. For each bridge, submit a copy of the inspection report, colour photographs, channel bottom cross sections, and inspector’s field data to the appropriate Municipalities and SARM. For each Municipality, submit a single inspection letter to the appropriate Municipalities and SARM providing details on the project, the customized version of the OSIM, and a summary of the inspection results across their inventory including restriction recommendations.
ONLY the Consultants that have obtained the “Pre-Qualified” or "Probationary" status for “Design Bridges” on the current version of the Saskatchewan Ministry of Highways' “Registry of Pre-Qualified Consultants” (100-09 Pre-Qualification Registry) shall be qualified to submit a proposal to SMBS. The current version of the "Registry" is attached to this competition for reference.

Consultants that have not met the pre-qualification requirements by the Saskatchewan Ministry of Highways will not be provided the Request for Proposal Documents.

Tenders must address comprehensive engine, transmission, hydraulic, cab, electrical, tire, moldboard, and attachment requirements, along with warranty coverage, delivery timelines, and confirmation of full heavy-duty mechanical service availability within 100 km of Oxbow, Saskatchewan. Optional and required attachments, installation costs, and warranty plans (minimum 5 years / 7,000 hours) must be clearly identified.
