The City seeks to obtain firm pricing from a CCIL (Canadian Council of Independent Laboratories) certified materials testing laboratory to provide aggregate, asphalt, concrete and soils sampling and testing services to the City’s Materials Testing Lab for a term of one (1) year with the option
of a one (1) year extension, totaling two (2) years. At a minimum the laboratories must have CCIL Basic Concrete Certification and Type B - Asphalt Mix Compliance - Marshall Method certification with AC Determination - D6307, and Gradation of Extracted Aggregate - D5444. Services are to ensure Quality Assurance (QA) and Quality Control (QC) can be provided without disruption throughout the construction seasons, and to ensure specification compliance throughout the City's construction programs. The City intends to award contracts to two suppliers: one primary and one secondary.
Submissions clearly marked "COR25-00018 Materials Testing Services", in the header line, will be received by the City of Regina, via email at procurement@regina.ca, no later than 2:00 p.m. Central Standard Time, on February 24, 2026.
Unless otherwise indicated, and subject to applicable exceptions and exclusions, this procurement is covered by:
•Chapter 5 of the Canadian Free Trade Agreement
•Chapter 19 of the Comprehensive Economic and Trade Agreement
•Article 14 of the New West Partnership Trade Agreement
There will not be a public opening however the list of firm names who submitted a response will be posted to the Sasktenders website
