WSA intends to engage a General Contractor to a) construct a new dam at the outlet of Cowan Lake, and b) demolish and remove the existing dam. The scope of work generally includes:
• Clearing & grubbing;
• Care of water including cofferdams and bypass channel;
• Earthworks;
• Piling;
• Cast-in-place concrete;
• Supply & installation of safety booms and associated anchors;
• Embankment construction including sheet piling;
• Supply & installation of radial and vertical lift gates and associated mechanical actuators;
• Supply & installation of precast concrete elements (bridge girders, box culverts);
• Supply & erection of pre-engineered metal building;
• Fabrication & installation of decking, railings, hoist monorails, stoplogs, trash racks, and other miscellaneous metals;
• Supply, installation and commissioning of monorail hoists;
• Electrical, instrumentation & controls;
• Supply and installation of chain link fencing;
• Supply and installation public safety signage; and
• Demolition and site restoration services including grass seeding

WSA is a Treasury Board Crown corporation within the meaning of The Crown Corporations Act, 1993 (Saskatchewan) that is governed by The Water Security Agency Act (Saskatchewan). WSA is responsible for water management in the Province of Saskatchewan, which includes managing the Province’s water supply, protecting water quality, ensuring safe drinking water and the treatment of wastewater, reducing flood and drought damage, protecting aquatic habitat, and managing dams and related supply channels.
