Project Title: 2025 UPAR Project - Asphalt Paving
The 2025 UPAR (Underground Pipe and Asphalt Replacement) Project – Asphalt Paving aims to replace the City’s deteriorating asphalt roadway infrastructure and is the final phase of the City’s rehabilitation effort. Following the completion of underground pipe replacements and concrete replacements (completed by others), the work focuses on the surface restoration through asphalt paving.

The City of Martensville is seeking proposals from qualified firms for the development of a comprehensive Stormwater Master Plan. The goal of this project is to address existing stormwater challenges, identify opportunities to improve drainage infrastructure, and mitigate flood risks for the community. The plan will provide a sustainable framework for managing stormwater while considering future growth, climate change, and regulatory requirements.
For the supply and delivery of approximately 90,000 kilograms (30,000 kg per year) of Sodium Silicofluoride / Fluorosilicate to the City of Saskatoon Water Treatment Plant on "as required" basis from July 1, 2025 to June 30, 2028.
Sodium Silicofluoride / Fluorosilicate is a granular chemical mixed with domestic water at the Water Treatment Plant to produce a fluoride solution that is added to the domestic water. The fluoride added to the domestic water is used to increase the natural levels of fluoride from the South Saskatchewan River. Fluoride has been recommended by the Canadian Dental Association as an effective protection against tooth decay. This contract for Sodium Silicofluoride / Fluorosilicate is required in order to maintain the level of service for safe drinking water that is currently provided and is required in order to meet the Permit to Operate that is regulated by the Water Security Agency.

The current information technology (IT) system, built in 2008-09, was built primarily for processing applications and does not support these additional functions effectively. In addition, ICT’s immigration data is spread across multiple systems, with no centralized data warehouse to facilitate analysis. Additionally, the scope of this RFP includes validating GOS POA frameworks to finalize internal development work completed to date.
