This Request for Service (the “RFS”) is an invitation by the Government of Saskatchewan (GOS) to prospective Proponents to submit proposals for the provision of Alert Management/Response – Electronic Monitoring, as further described in the RFS Particulars (Appendix A) (the “Deliverables”).
The GOS is seeking competitive proposals to outsource the alert management/response services under the Ministry of Corrections, Policing and Public Safety (CPPS) Electronic Monitoring (EM) program. The EM program encompasses both Radio Frequency (RF) and Global Positioning System (GPS) monitoring for offenders. Alert management/response services of the EM program have historically been performed by CPPS staff; however, the EM program is set to expand from 190 RF and 20 GPS units to 190 RF and 120 GPS. As such, GOS is looking to outsource a portion of the program to allow for existing CPPS staff to absorb other workload pressures from the expansion, focusing on case management of offenders with the overall goal of reduced recidivism and enhanced public safety. The Successful Proponent would monitor alerts and events of offenders through a 24/7/365 operation and take necessary action according to an established set of CPPS response guidelines.
SGI is conducting this Advance Contract Award Notification (ACAN) for Price Modeling Software. Saskatchewan Government Insurance (“SGI”) intends to contract with Akur8 on the basis that they are the only vendor able to provide the automated Property and Casualty (P&C) pricing modelling software that meets SGI's requirements for this procurement, as described below.

SUMA wishes to create a partnership with a legal firm to provide over-the-phone casual legal services to its Member Municipalities, and to SUMA itself. SUMA anticipates from history that there may be approximately 20 calls on average per month from Members, and one per week from SUMA, subject to changing conditions. The duration of these calls will be approximately 20-30 minutes. The topics will vary and include questions on bylaw enforcement, conflict of interest, council procedure, planning and development issues, requests under The Local Authority Freedom of Information and Protection of Privacy Act, wrongful dismissal, municipal compliance with provincial and federal law, and more.
Any calls which require longer discussions would allow you to offline the call and bill the Member at a preferred rate.
It is SUMA's preference that the casual legal services be provided at no charge, as this arrangement will open future opportunities for Respondents to "off-line" a call exceeding the 20-30 minute length, and offer to open a file for the Member Municipality at a preferred rate.
