Description of Services The ultimate goal of this RFP process is to ensure that surgical patients receiving any of the services receive care in the most appropriate care setting, while improving access to surgical services and reducing wait times for surgery. Due to the COVID-related disruption of surgical service, between March 22, 2020 and October 23, 2021 it is estimated that 27,000 fewer procedures were performed (compared to a similar period pre-COVID). The number of patients waiting, as well as the current length of waits and impact on patients’ health and quality of life, are a serious concern for the patients affected, their physicians, government and health system leaders. In order to address the COVID-related backlog and return to a pre-COVID wait list in a timely fashion, projections are that volumes of surgery need to increase by an average 3,000 additional surgeries over the next three years as well as meeting ongoing increasing demand. While every effort is being made to maximize surgical capacity in existing hospitals, the situation requires leaders to investigate new ideas and sources of surgical resources in order to meet increased demand in the short and long term to achieve an overall goal of a 3 month wait time by 2030.
The service required is surgical facilities in Regina and Saskatoon that can accommodate surgical procedures for patients requiring outpatient day surgery procedures with the option of future capacity to provide overnight stays prior to discharge.
