Suppliers that consider themselves able to meet the requirements identified in the Scope of Work section below and are able to provide the services can challenge this action by submitting a written statement of the capabilities that clearly demonstrates in a proposal on how they meet these requirements. All statements of capabilities that are received will be evaluated to determine if one or more suppliers are capable of meeting the requirements.

In the event that one or more suppliers are capable of meeting GOS requirements, GOS may conduct a competitive process before making any final award.
