Submissions clearly marked "COR5553 - SaskPower Underground and Surface Works", in the header line, will be received by the City of Regina, via email at procurement@regina.ca, no later than 2:00 p.m. Central Standard Time, on Tuesday April 27, 2021.

This solicitation describes a requirement for SaskPower Underground and Surface Works.

There will be no in person pre-submission meeting or site visit. There will be a video conference pre-submission meeting using Microsoft Teams regarding this competition on April 15, 2021 at 03:00:00 PM., C.S.T. (SK) for any interested proponents. Please email the ITT Contact set out in section 1.2 of the ITT to request an invitation to the online meeting by April 13, 2021 at 11:30 AM, CST.

Unless otherwise indicated, and subject to applicable exceptions and exclusions, this procurement is covered by:

Chapter 5 of the Canadian Free Trade Agreement
Chapter 19 of the Comprehensive Economic and Trade Agreement
Article 14 of the New West Partnership Trade Agreement

There will not be a public opening however the list of firm names who submitted a response will be posted to the Sasktenders website.

The major items of work are as follows:

• Abandon existing manhole, catch basin and catch basin leads.
• Abandon existing copper water service connection.
• Remove existing hydrant, hydrant lead and gate valve and install new hydrant with gate
valve and install new PVC hydrant lead at lower elevation
• Remove existing catch basin and install new precast concrete catch basin
• Remove existing manhole and install new precast concrete manhole with new floating
frame and cover
• Remove existing catch basin leads and install new PVC catch basin leads and connecting
to other existing catch basin/storm pipe.
• Remove existing water service line and gate valve and install new PVC water service line
with gate valve and connect to existing service connection.
• Remove existing lead (Pb) water service connection and install new copper (Cu) water
service line with curb box
• Rebuild manhole (<0.5m) and install new floating frame and cover
• Install steel plates above the pipes to provide protection during duct bank construction.
• Asphalt capping SPC duct bank excavations and underground relocation sites under
roadways and alleys
• Install new sidewalks, curbs, curbs and gutter, driveway crossings and pedestrian ramps
• Install new topsoil and grass seed as well as landscape gravel
• Traffic Accommodation during construction in each location
• Quality control and materials testing as required by the City of Regina Construction
