National Urban Park Governance Model Review -- 2022-Governance
The purpose of this Request for Proposals (RFP) is to invite Proponents to prepare and submit competitive Proposals to provide relevant background information to support the development of potential governance models for a potential ntional urban park (NUP) in the Saskatoon region. The successful Proponent will work with project leads from Parks Canada and the Meewasin Valley Authority, and the project steering committee, which is comprised of representatives from each member of the Partner Group: Government of Saskatchewan, City of Saskatoon, RM of Corman Park, University of Saskatchewan, Wanuskewin Heritage Park, Saskatoon Tribal Council and Métis Nation of Saskatchewan.
Proponents are asked to demonstrate their ability to review Meewasin’s existing governance framework, and summarize best practices globally, to advise on potential NUP governance structures. This will include an environmental scan of relevant regional legislation and policies, a global scan of best practices of similar entities, and a legal review to identify the necessary enabling legislation and/or amendments to existing legislation/policies. This legal review will identify those options that are feasible within the existing framework and those that require legislative amendments.
