This Request for Proposal (RFP) is an invitation by the Government of Saskatchewan (GOS) to prospective Proponents to provide Submissions for the provision of consulting services to organize and facilitate a Non-Uranium Abandoned Mines Stakeholder Workshop, as further described in the RFP Particulars (Appendix A).
The Ministry of Environment (the Ministry) oversees the assessment and remediation of physical and environmental hazards associated with five (5) abandoned base metal mines in northern Saskatchewan, as part of its Non-Uranium Abandoned Mines Program. The overall objective of the program is to address adverse effects to human-health and the environment and to ensure public safety hazards are mitigated. The Ministry is pursuing a top-down approach to addressing these issues, which involves evaluating all possible corrective action options for the sites, then developing assessment plans to address whatever data gaps are necessary to progress to final corrective action planning, corrective action execution, post-remediation maintenance and monitoring, and finally, registration of the sites into the provincial Institutional Control Program.
The Ministry is seeking a qualified environmental consultant and facilitator with extensive mine closure experience, to review all existing information on the sites and develop an in-person workshop, in which GOS stakeholders will attend and evaluate potential options for dealing with the sites.
The workshop will contemplate plans for the following abandoned mine sites:
-Western Nuclear, located at Hanson Lake;
-Vista, located near Creighton;
-Anglo-Rouyn, located in Lac La Ronge Provincial Park;
-Rottenstone, located at Rottenstone Lake; and
-Box/Goldfields, located near Uranium City.
