Supply and Delivery of Performance Graded Asphaltic Cement -- COR25-00019
The City requires supply and delivery of performance grade asphaltic cement to the City's asphalt plant on an "as required" basis from April 2026 until November 2026 as per the City terms, conditions and specifications. It is the City’s intention to enter into a contract with two (2) legal entities.
Submissions clearly marked "COR25-00019 - Supply and Delivery of Performance Graded Asphaltic Cement," in the header line, will be received by the City of Regina, via email at procurement@regina.ca, no later than 2:00 p.m. Central Standard Time, on March 03, 2026.
Unless otherwise indicated, and subject to applicable exceptions and exclusions, this procurement is covered by:
•Chapter 5 of the Canadian Free Trade Agreement
•Chapter 19 of the Comprehensive Economic and Trade Agreement
•Article 14 of the New West Partnership Trade Agreement
There will not be a public opening however the list of firm names who submitted a response will be posted to the Sasktenders website.
Examination and Site Investigation
Prior to bidding, all bidders, including prospective subcontractors, are responsible for becoming fully acquainted with the nature of the work and the place of work. No claims will be considered after the submission of bids that there was any misunderstanding with respect to the conditions imposed by the solicitation document.
If a bidder discovers discrepancies in, or apparent omissions within the solicitation document, or if there is doubt as to their meaning or intent, the bidder must immediately notify the City.
Material and Equipment Specified by Name
Definition – Equivalent means “having the same quality, the same excellence or providing the same benefits”.
Whenever any material or equipment is specified by patent or proprietary name or name of the manufacturer, unless stated differently, such specification shall be considered as if followed by the words “or acceptable equal”, whether or not such words appear. Material or equipment with equal or better qualities may be offered in substitution for those specified, which may be in the best interest of the City to accept. Any such offers shall be made in writing to the Procurement Branch for their consideration and shall include sufficient data which, together with any other data, samples, or demonstrations the City may require, to enable the City to assess the acceptability of the material or equipment. Such acceptance by the City will not relieve the vendor from full responsibility from the efficiency and quality and performance of the substitute item, in the same manner and degree as the item specified by name.
