Ministry of Education Early Childhood Development Public Awareness Campaign Competition January/February 2019
The Government of Saskatchewan is seeking an experienced, supplier to provide assistance with a public awareness campaign regarding early childhood development for the Ministry of Education.
As part of the Canada-Saskatchewan Early Learning and Child Care Agreement, Saskatchewan has committed to create a public awareness campaign aimed at educating parents/caregivers of young children about the importance of development in the first years of a child’s life. The campaign will be aimed at providing practical tools and suggestions for parents/caregivers to help them successfully support their child’s development, have a stronger understanding of developmental milestones and support for making early intervention.
The Ministry of Education wants to build and enhance its profile with stakeholders and educate stakeholders and the public on programs and services offered by the ministry.
Interested suppliers must demonstrate professional experience in:
- Public Awareness Campaigns: The successful supplier must have the in-house ability to develop annual campaigns through earned/paid media to disseminate critical public information during emergencies and produce effective campaigns aimed at educating public audiences.
- Digital strategy: the proponent should possess considerable digital experience in raising the profile of clients among target audiences using digital channels including social media tools.
- Graphics Design and production: The supplier will have superior graphic design expertise and experience to produce superior visual materials for high-profile print ads, and promotional materials
The project is expected to start immediately with a completion date of March 2020.

Also, bidding firms must identify any intent to use subcontractors, and include a description of the scope of services. From the responses, a shortlist of firms will be developed. These firms will be asked to prepare a proposal.
