Water Management Organization Review -- WSA-2021-0208

The provincial government has been responsible for the establishment of third-party water management organizations, including Watershed Stewardship Groups (WSG), Conservation and Development Area Authorities (CAA) and Watershed Association Boards (WAB). Over time, the role of, and WSA’s support for, these organizations has evolved. Currently, their long-term sustainability and effectiveness is uncertain and suggests some level of reform is necessary.

WSA is looking for a qualified consultant to undertake a thorough assessment of the operating environment and current state of local water management delivered through Watershed Stewardship Groups, Conservation and Development Area Authorities, and Watershed Association Boards, and their respective umbrella associations (collectively characterized as: water management organizations). Following the assessment WSA requires the consultant to make recommendations to improve the model.

WSA is a Treasury Board Crown Corporation within the meaning of The Crown Corporations Act, 1993 (Saskatchewan) that is governed by The Water Security Agency Act (Saskatchewan). WSA is responsible for water management in the Province of Saskatchewan, which includes managing the Province’s water supply, protecting water quality, ensuring safe drinking water and the treatment of wastewater, reducing flood and drought damage, protecting aquatic habitat, and managing 72 dams and related supply channels.
