It is WSA’s intent to post a public procurement competition on SaskTenders (www.sasktenders.ca) which requires a General Contractor to construct a new dam at the outlet of Cowan Lake and when complete, demolish and remove the existing dam.

WSA is anticipating that the Request for Proposals (RFP) competition posting would occur in January 2026 and remain active for a minimum of six (6) weeks to ensure adequate time for submission preparation.

Construction is anticipated to begin in July 2026 and continue through to early summer 2028.

WSA is a Treasury Board Crown corporation within the meaning of The Crown Corporations Act, 1993 (Saskatchewan) that is governed by The Water Security Agency Act (Saskatchewan).  WSA is responsible for water management in the Province of Saskatchewan, which includes managing the Province’s water supply, protecting water quality, ensuring safe drinking water and the treatment of wastewater, reducing flood and drought damage, protecting aquatic habitat, and managing dams and related supply channels.
