Eastern Athabasca Regional Monitoring Program -- CIS-18-001

It is the intention of the Ministry of Environment to engage collaboratively with the Canadian Nuclear Safety Corporation (CNSC), Canada North Environmental Services (CanNorth), Cameco Corporation and Orano Canada Inc.. This is a community field sampling program and data interpretation that is a partnership with government and industry. The Ministry of Environment wishes to enter into this agreement, for $73,500, with CanNorth for the following reasons:

Background:

The Ministry of Environment joined the Eastern Athabasca Regional Monitoring Program (EARMP) as a partnership with industry in 2011/12. At the time of the partnership agreement, the contract had been awarded, by the partnership, to industry supplier CanNorth. This is the eighth year of the continuing program and the same contractor has been selected by all of the partners, including industry.

Suppliers that would like to challenge this action should fax a note to the attention of Lynn Kelley, Senior Geoscientist, Cumulative Impacts and Science Branch, Ministry of Environment, at 306-787-0024, by 4:00 pm., Local Saskatchewan Time, October 1, 2018. Any fax should detail rationale why the Saskatchewan Ministry of Environment should not proceed with signing an agreement with CanNorth.

In an effort to leverage resources to perform a much broader Community Sampling and Interpretation program, the Ministry of Environment has partnered with several stakeholder groups to perform this program. The effort required to undertake this work is significant, and the comprehensive resources needed to carry it out have been unavailable inside the organizations within the main body of the partnership. The Ministry of Environment faces challenges and negative impacts if this work is not completed in a timely manner. CanNorth has the knowledge, ability and experience in providing the detailed and in-depth work required and their skilled ability, expertise associated on this activity in conjunction with industry partners is very distinct resulting in being highly successful. Their understanding of the challenges faced by the Ministry in this regard, places them in an optimum position to provide these particular and highly specialized services to the Ministry.The Ministry of Environment is partnering with CNSC, Cameco and Orano for this solution.  From a cost and time perspective, CanNorth is an organization thoroughly familiar with the issues, the communities involved, the sampling regime and the Eastern Athabasca Regional Monitoring Program.
