This Request for Proposal (RFP) is an invitation by the Government of Saskatchewan (GOS) on behalf of the Ministry of Environment (ENV) to prospective Proponents to submit proposals for the provision of Hunting, Angling and Trapping Licensing (HAL) Program as further described in the RFP Particulars (Appendix A).

ENV’s role is to manage the health of Saskatchewan’s environment to support sustainable growth and manage the responsible use of natural resources. As part of this mandate, ENV oversees harvesting allocations through its fish and wildlife programs, ensuring that wildlife resources are sustainably managed and that hunting opportunities are allocated fairly and responsibly.

To support this work, ENV is exploring options for continued support of its HAL program, which includes program delivery services and software-related services. This includes but not limited to online licensing issuance, integrated Big Game Draw process, hunter harvest survey, licence issuer management, extended-hour call centre support for website assistance, phone sales, licence mailing service and two mobile applications that support the HAL program.
