The Government of Saskatchewan (GOS) is seeking a consultant to provide Procurement Options Analysis (POA) Advisory Services for a social infrastructure project. It is anticipated that the overall project cost estimate might exceed $200M in value. The purpose of the Procurement Options Analysis is to select the appropriate procurement methodology that best achieves the procurement objectives and ensures best value for taxpayers. A Procurement Options Analysis will include the decision-making rationale for selecting the procurement method.

GOS expects that, to be eligible to enter into the advisory services contract contemplated by this NRFP, proponents will have the following general qualifications:

a) extensive (minimum of five years) and recent (within the last seven years) experience in advising provincial governments and other public sector organizations in the planning and procurement phases of major infrastructure projects.

b) proven approach for leading procurement options analysis assessments, developing business cases and providing procurement and financial advisory services for social infrastructure projects.
