Design of 4160V / 600V E-House for East Side Pump Station -- WSA-2023OE-0236
WSA owns and operates the East Side Pumping Station (ESPS). This station is situated on the east side of Gardiner Dam and pumps water from Diefenbaker Lake into the M1 Canal. This station operates from May through October annually and was built in the late 1960’s. Additional pumps have been added to the station since it was originally constructed. The 4160V and 600V switchgear and MCC panels to run the four irrigation pumps are located around the perimeter of the building where there is available space. This presents congestion and electrical safety issues as the non-QEW workers who operate the pumps are in close proximity to the switchgear.
Work is in progress to construct a new 72 kV substation as the existing substation is end-of-life and under capacity. The new substation should be in service prior to the start of the 2025 irrigation season and will be constructed northwest of the ESPS.
The old substation is immediately northwest of the ESPS and will be demolished once the new substation energized, commissioned, and operational. WSA would like to install an E-house on this real estate so that the 4160 V and 600 V gear is removed from the interior of ESPS thus making more room for operation and maintenance of the pumps while also improving electrical safety.
The purpose of this RFQ is to engage a multidisciplinary engineering consultant to complete the detailed design of a modular pre-wired shop-outfitted E-house on the land formerly occupied by the old substation. In addition to design services the consultant would also provide project management, procurement support, and both office- and field-based construction management services.
WSA is a Treasury Board Crown corporation within the meaning of The Crown Corporations Act, 1993 (Saskatchewan) that is governed by The Water Security Agency Act (Saskatchewan). WSA is responsible for water management in the Province of Saskatchewan, which includes managing the Province’s water supply, protecting water quality, ensuring safe drinking water and the treatment of wastewater, reducing flood and drought damage, protecting aquatic habitat, and managing 72 dams and related supply channels.
