The Government of Saskatchewan (GOS) is seeking to procure qualified engineering consultants to provide construction administration services for a number of thin membrane surface (TMS) projects across the province through a two-stage RFQ/RFP procurement process.

Project Description:  This project involves construction administration on Highway No. 31 from 7.89 km west of its junction with the Stranraer Access to 2.33 km south of its junction with Railway Avenue in the Village of Plenty; for a TOTAL DISTANCE OF 9.36 km.

The Construction Contract H20128 will be tendered in November 2020 for construction in 2021.

All prequalified firms that have been evaluated, and deemed eligible for this project in Stage 1 (RFQ200079), are invited to submit a proposal in response to this RFP.  Proponents may only submit one response to each RFP.  In the case of multiple submissions to this RFP, the last submission will be evaluated.

This competition has been cancelled because: The submitted tenders for this project resulted in the price being significantly higher than MoH’s internal budget target. As a result, the Ministry cancelled this tender. In accordance with Section 1200.6.1 of Acceptance of Bid and Execution of Contract, the Ministry reserves the right to reject all Bids and cancel the competition without any liability. The project scope will be reviewed and is planned to be retendered in the 2021-22 fiscal year.
