This Request for Proposal (RFP) is an invitation by the Government of Saskatchewan (GOS) to prospective Proponents to submit Proposals for Perceptual Survey Services for the creation and delivery of custom online surveys (the “Solution”), performing analytics and providing a reporting platform along with support services, the custom online surveys are directly related to education factors/conditions that have an impact on learning in Saskatchewan, as further described in the RFP Particulars (Appendix A – the “Deliverables”).

The current contract for these services is expiring, hence the Ministry of Education (the “Ministry”) is seeking a Service Provider with extensive experience with academic and intellectual acumen that can create custom surveys, collect and analyze the data and report to the Ministry the results of the custom online surveys. The custom online surveys created by the Service Provider would be sent to students, teachers and parents/caregivers from grade 4 to 12 in Saskatchewan about the conditions and environment of their learning and teaching experiences. The survey results, when analyzed and compared to similar demographic and socio-economic status throughout the Canadian educational system, would indicate the impact on student outcomes.
