Evaluation of the Saskatchewan GVRS -- 8124

IJS is seeking a neutral, third party, independent evaluator to design and implement a 16-month evaluation of the Gang Violence Reduction Strategy in Saskatchewan to ensure it's delivering on its key objectives of reducing gang involvement and gang-related violence in the province.

A third party evaluator is required to provide an outcome evaluation of the full strategy including but not limited to:

• Report on outcomes that occurred, whether consistent with the intended outcomes or not.

• Report on overall success of the program in reaching goals.

• Report on ways in which the program can be improved and provide recommendations moving forward.

• Include culturally responsive, equitable evaluation principles.

• Utilize a collaborative and participatory evaluation approach – typically involves stakeholders of a program throughout the entire process of evaluation from design to final reporting. This is to ensure that the evaluation is relevant to the context, builds capacity of the stakeholders, and creates feasible and appropriate recommendations. The external evaluator's key role provides expert evaluation advice and facilitates the participatory evaluation process.
