This Request for Quotations (the “RFQ”) is an invitation by Water Security Agency (“WSA”) to prospective respondents to submit non-binding quotations for WSA-2020-0137, Lafleche Spillway Projects, as further described in Section A of the RFQ Particulars (Appendix D) (the “Deliverables”).  The specific scope of work at Lafleche Dam covered by this contract can be broken down into three work areas:

• The stoplog monorail on the Lafleche Spillway has been impacted by passing traffic and now requires minor repair.  This existing monorail will be slightly modified by removing the damaged end section (via cutting or grinding) and installing some rubberized end cap or plate.
• The current handrail system on the Spillway is currently climbable and also not rated for vehicle impact.  This handrail is to be removed and replaced with a new, robust handrail and guardrail installation that was designed by WSA (Lafleche Control Structure Safety Upgrades 2020). Operator access gates will also be installed on the spillway and piers.
• The manhole access wells are currently located on a steep slope that is difficult to access.  A new safety staircase, electrical wiring, and lighting installation has been designed by KGS (Lafleche Dam Infrastructure Safety Improvements) that is to be installed on this slope.

WSA is a Treasury Board Crown corporation within the meaning of The Crown Corporations Act, 1993 (Saskatchewan) that is governed by The Water Security Agency Act (Saskatchewan).  WSA is responsible for water management in the Province of Saskatchewan, which includes managing the Province’s water supply, protecting water quality, ensuring safe drinking water and the treatment of wastewater, reducing flood and drought damage, protecting aquatic habitat, and managing 72 dams and related supply channels.
