The City requires engineering consulting services to complete Preliminary Design of upgrading or twinning of the South Trunk to determine alignment options, sizing, phasing opportunities and estimated costs.

The consultant established from the award of this RFP will be required to provide Preliminary Design only for the Wastewater Capacity Upgrade – South Trunk project described in this RFP. As the City anticipates that the implementation of the South Trunk Upgrades may take place in one or more phases the consultant shall then be required to provide upgrade alternatives and recommend the best capacity upgrade option during Preliminary Design. The consultant shall review and refine the results of the Wastewater Master Plan (WWMP).

Detailed Design and Engineering Services during Construction of the first phase of the South Trunk upgrade may be assigned to the consultant later based upon the City’s confirmation of satisfactory performance of the Preliminary Design work. Should the City deem the Preliminary Design work as acceptable, a proposal will be required for Detailed Design and Engineering Services during Construction of the first phase of the South Trunk upgrade as identified in the Preliminary Design report. Based upon City approval of the proposal and budget availability, a change order to the Engineering Services Agreement will be issued. If the consultant’s performance of preliminary design work is not deemed satisfactory by the project manager, the City will have the right to proceed with public solicitation documents for Preliminary Design, Detailed Design and Engineering Services during Construction.

There will be an information session regarding this competition on Tuesday, March 10, 2020 at 10:00 a.m., C.S.T. (SK) for any interested proponents to attend. The session will take place at WWS Conference Room, 1430 McIntyre Street, Regina, Saskatchewan.
