This Request for Quotations (the “RFQ”) is an invitation by Water Security Agency (“WSA”) to prospective
proponents to submit proposals for rehabilitation of the Saskatoon Southeast Water Supply System
(SSEWSS) Canal, as further described in the RFQ Particulars (Appendix A) (the “Deliverables”).

The Saskatoon Southeast Water Supply System (SSWESS) consists of 100+km of canal and 5 reservoirs
extending from Broderick, SK to potash mines near Lanigan/Janzen. The system operates seasonally,
from April through to October, providing water for agricultural, industrial, municipal and recreational
stakeholders. Water Security Agency is responsible for the first 3.3 km of the SSEWSS canal and is
undertaking rehabilitation of the canal to ensure the reliability of the conveyance system and to
increase conveyance capacity to improve the availability of water to meet the demand of stakeholders.
Work under this Contract will be comprised of heavy civil construction for rehabilitation of the
Saskatoon Southeast Water Supply canal, located near Broderick, Saskatchewan; and further identified
as the SSEWSS canal.

The Contractor will be responsible to provide engineering services to complete and refine the design
and to provide general and resident engineering services during construction and project close out.
Proponents shall subcontract the engineering services for this project to a qualified engineering
consulting firm.

Proponent and the rejection of the Proponent’s Submission.
