The intent of this RFP is to evaluate and approve potential supplier(s) to become vendor(s) of record authorized to provide Trenchless Technologies to rehabilitate aging municipal infrastructure by relining a pipeline to Saskatchewan Urban Municipalities Association (SUMA) members at SUMA member’s discretion based on their need. The goal is to provide alternative solutions to satisfy the members’ requirements with regards to Trenchless Technologies (Cure in Place Pipe Relining) to Rehabilitate aging municipal infrastructure by relining a pipeline.

This non-exclusive arrangement is a proposed three (3) year term in length with the option to renew for one (1) two (2) year term. There is no guaranteed spend in any year of the contract. Further details can be found in the Scope of Supply/Services section.

SUMA's membership consists of cities, towns, villages, resort villages, northern villages, or northern towns in the Province of Saskatchewan. Membership in SUMA is on a voluntary basis. There are 479 urban municipalities in Saskatchewan with 450 of them purchasing a membership in SUMA annually. Additionally, SUMA has a partnership with New North SANC Services Inc. (New North) who represents all northern communities (20 members). The New North purchases a membership in SUMA on behalf of its northern hamlets and settlements to provide access to the programs and services offered through SUMA to these municipalities.

Proposals will be received prior to the closing time and date listed on the cover page of this RFP. Proposals should be emailed to responses@suma.org and should clearly reference the competition number associated with this RFP. Late proposals will not be accepted or considered. SUMA will only accept proposals that have been emailed to responses@suma.org. Hardcopy versions of proposals, whether mailed or hand delivered, will not be accepted. Questions, not proposals, pertaining to this RFP should be submitted by email no later than three (3) business days prior to the closing date to munprocurement@suma.org. Questions submitted after this time may not be answered.
