This Request for Supplier Qualifications (RFSQ) is an invitation by the Government of Saskatchewan (GOS) to prospective Respondents to provide Responses for the provision of Architectural and Engineering Services for the Regina Women’s Correctional Centre.

The Government of Saskatchewan is building a new Women’s correctional facility to house approximately 300 female offenders. Design is to commence in winter of 2025/2026. A site has been chosen in the RM of Sherwood, adjacent to Regina Provincial Correctional Centre (RPCC) campus. The new Regina Women’s Provincial Correctional Centre is to be distinct from and located on the same site as the existing Regina Provincial Correctional Centre (RPCC).

In Stage One of this RFSQ, the Government of Saskatchewan is publicly inviting proposals from candidates, which will follow the stages listed in Part 2 of the RFSQ and evaluated in accordance with the criteria described in Appendix A of the RFSQ. An evaluation team consisting of representatives from the Ministry of SaskBuilds and Procurement, Ministry of Corrections, Policing and Public Safety and JPH Consulting Ltd. Collectively, the evaluation team will evaluate proposals to develop a short list of two (2) to up to four (4) proponents who will be invited, in Stage Two, to submit a comprehensive proposal for Architectural and Engineering services for design and construction of the proposed Project.

The Stage Two Technical Proposal documents included within are provided for reference only for Stage One and may be amended prior to the commencement of Stage Two. If the Government of Saskatchewan, for any reason, determines that it is necessary to provide additional information during Stage Two, such information will be communicated to the shortlisted Respondents through an addendum.
