Request for Expression of Interest -SGI TV/Video Competition

On behalf of the Government of Saskatchewan and Saskatchewan Government Insurance (SGI), SGI is seeking an experienced TV/video production firm(s) to provide services for 1x60-second television ad and 4x15-second videos.

Distracted driving continues to be a problem in Saskatchewan. It is the number one contributing factor in collisions overall and one of the top three factors in fatal collisions. The biggest challenge to addressing this traffic safety issue is that it requires behaviour change – Saskatchewan drivers must choose to change their driving behaviour to bring the number of incidents down. We are looking to create 1x60-second television ad as well as 4x15-second videos for this campaign.

Interested firms must demonstrate professional experience in:

  • Creating an emotional and impactful spot to affect behaviour change. Please also provide direct examples of this that were completed within the last three years.
  • Producing and managing all production details and requirements for complex shoots.
  • Project management skills to manage tight timelines.
  • Producing commercials at a national campaign quality level within the last three years.
  • Working with Crown or other government clients.

Firms must also outline who they will be proposing for a Director(s) for this project.

Companies interested in pursuing this project should submit a brief letter of intent (not exceeding two pages). The letter should specifically articulate why your experience and capabilities relative to the criteria above make your firm the best choice for this project. Please include two client references who can speak to your ability in the criteria above. Also, bidding firms must identify any intent to use subcontractors, and include a description of the scope of services. From the responses, a shortlist of firms will be developed. These firms will be asked to prepare a proposal and may be asked to demonstrate their capability in an in-person presentation to a selection panel.

Please submit any relevant and recent work samples that demonstrate your experience and capabilities.

Letters of intent should be marked “Company name - SGI TV/Video Competition" and must be received by email to commtenders@gov.sk.ca no later than 11 a.m. Saskatchewan time on July 3, 2020.

Bidding firms must immediately disclose to Communications Services any actual or potential conflict of interest which currently exists or which may arise during the period of the competition. Bidding suppliers who are not registered with Communications Services must begin the registration process prior to submitting a letter of intent.
