Saskatchewan Apprenticeship and Trade Certification Commission Advertising Services Competition

November/December 2025

The Government of Saskatchewan is seeking an experienced advertising partner to provide communications and marketing services for the Saskatchewan Apprenticeship and Trade Certification Commission (SATCC). 

The SATCC is an industry-led organization that manages the apprenticeship and trade certification system in Saskatchewan to meet the needs of apprentices, tradespeople and employers.

The advertising partner will support the SATCC by developing advertisements and other promotional and informational materials as necessary to meet the goals and measures outlined in the SATCC’s five-year Strategic Plan and annual Business Plan. The advertising partner will support the SATCC in promoting the benefits of apprenticeship and skilled trades careers to youth and people from underrepresented groups. They will also support the SATCC in informing employers of the benefits of apprenticeship and certification.

Interested suppliers must demonstrate professional experience working on projects related to the client’s industry/target audiences. Favourable consideration will be given to suppliers that demonstrate experience:

  • Creating engaging campaigns targeted at youth and/or people from underrepresented groups;
  • Working closely with employers who hire skilled tradespeople; and
  • Marketing for the post-secondary education sector and/or working on campaigns promoting particular careers or industries.

Companies interested in pursuing this account should submit a brief letter of intent (not exceeding two pages). The letter should specifically articulate why your experience and capabilities relative to the criteria above make your firm the best choice for this account. Please include two client references who can speak to your ability in the criteria above. Also, bidding firms must identify any intent to use subcontractors, and include a description of the scope of services. From the responses, a shortlist of firms will be developed. These firms will be asked to prepare a proposal and may be asked to demonstrate their capability in an in-person presentation to a selection panel.

Bidding suppliers must immediately disclose to Communications Services, Executive Council any actual or potential conflict of interest which currently exists or which may arise during the period of the competition. Bidding suppliers who are not registered with Communications Services must begin the registration process prior to submitting a letter of intent. Letters of intent should be marked “Saskatchewan Apprenticeship and Trade Certification Commission Competition" and must be received by email to commtenders@gov.sk.ca no later than 11:00 a.m. Saskatchewan time, November 18, 2025.
