Radio Media Monitoring Competition
January/ February 2021

The Government of Saskatchewan is seeking a qualified, full-service radio monitoring firm to complement its Electronic Media Monitoring System (EMMS) and provide radio summary notes, transcripts and audio clips for government ministries, crowns and agencies through a standing offer contract held with Executive Council.
Interested suppliers must demonstrate professional experience in:

  • Providing a list of available radio transcripts (monitoring notes) by 8:00 a.m. each weekday morning to each ministry, crown and agency based on keywords;
  • Delivering transcripts and monitoring notes electronically via email or FTP (file transfer protocol) in a consistent format (either plain text, HTML or a Microsoft Word document) to integrate with Executive Council’s EMMS; and
  • Delivering transcripts to clients within one hour of an order.

The supplier must ensure consents, licenses and rights have been obtained or comply with the Canadian Broadcasters Rights Agency (CBRA) or any other governing body regarding the reproduction of programs or communication signals when sending audio clips, transcripts or monitoring notes, so that the Government of Saskatchewan will be able to use the materials for its purposes without having to obtain the consents, licenses and rights on its own behalf.

The account is for one year with the opportunity to renew for three additional one-year terms. Any renewal will be subject to yearly client/agency evaluations and mutual agreement. Renewals are authorized by Communications Services, Executive Council.

Companies interested in pursuing this account should submit a brief letter of intent (not exceeding two pages). The letter should specifically articulate why your experience and capabilities relative to the criteria above make your firm the best choice for this account. Please include two client references who can speak to your ability in the criteria above. Also, bidding firms must identify any intent to use subcontractors, and include a description of the scope of services. From the responses, a shortlist of firms will be developed. These firms will be asked to prepare a proposal and may be asked to demonstrate their capability in an in-person presentation to a selection panel.

Bidding suppliers must immediately disclose to Communications Services, Executive Council any actual or potential conflict of interest which currently exists or which may arise during the period of the competition. Bidding suppliers who are not registered with Communications Services must begin the registration process prior to submitting a letter of intent.
