Request for Quotation Geotechnical Assessment of Qu'Appelle River, Duncairn & Rafferty Closure Dams -- WSA-2019-0108
A geotechnical assessment of Qu'Appelle River Dam (QRD), Duncairn Dam and Rafferty Closure Dams is to be conducted to evaluate the stability and seepage conditions under select loading conditions. The assessment will determine if the dams meet the 2007 Dam Safety Guidelines (2013 Revised) for stability and seepage published by the Canadian Dam Association (CDA). The project covered within this RFQ can be divided into two milestones. Milestone 1 will include a site inspection, reviewing existing data, identifying knowledge gaps, and developing a field investigation program for Milestone 2. A brief report summarizing the knowledge gaps and a work plan for Milestone 2 should be submitted to WSA for review and acceptance. Milestone 2 will include a drilling program for the installation of geotechnical instrumentation and the collection of samples for determination of material strength parameters, site survey, and stability and seepage analyses. A remote data acquisition system, including a weather station, should be implemented for QRD & Duncairn Dam. In addition, a comprehensive review of the relief well system for QRD must be completed. Specific recommendations should be given on performance and possible rehabilitation of the relief well system.
Qu’Appelle River Dam site is approximately 145 km south, of the City of Saskatoon. The site is located on the Qu’Appelle River, which is approximately 19 km southeast of the Town of Elbow. QRD is one of the major component of the South Saskatchewan River Project (SSRP). SSRP impounds the South Saskatchewan River in central Saskatchewan creating a large reservoir to provide for water conservation and irrigation, flood control, power generation, recreation, and municipal and industrial water supply. Duncairn Dam is located on Swift Current Creek in Section 7-13-15-W3M approximately 30 km southwest of the City of Swift Current, Saskatchewan. The dam impounds Reid Lake and is primarily used for municipal water supply (City of Swift Current), irrigation and recreation. Rafferty Reservoir Project was constructed between 1988 to 1992 and is located on the Souris River floodplain. The main dam is located 7 km northwest of the City of Estevan and is fed by the Souris River and Roughbark Creek. The reservoir provides many uses including water for public recreational activities, supplying water to the local population, cooling water for the Shand and Boundary Power Generation Stations; and flood protection for downstream residents in Saskatchewan, and North Dakota. As part of the Rafferty Reservoir project; two closure dams (R4-1 and R3-2) and one causeway (R3-1) were constructed to accommodate Mainprize Regional Park and provincial road 606.
