SX6718 REQUEST FOR PROPOSAL – Cost of Service and Rate Design

SaskEnergy requires a Regulatory Consultant to review its cost of service methodology and models as well as its rate design.  A review would support future delivery cost of service methodologies used to bring forward rate adjustments to the Saskatchewan Rate Review Panel.

The parameters for this project are as follows:

1. Review SaskEnergy’s existing Cost of Service and Rate Design methodology.

2. Review SaskEnergy’s Cost of Service model (excel workbooks) and provide recommendations or modifications, if required.

3. The review should be completed using data that SaskEnergy currently has available. Time restrictions may not readily allow for the acquisition of new data.

4. All data, models and other information provided by SaskEnergy must be returned upon completion of assessment if requested by SaskEnergy.

5. The final report will become the property of SaskEnergy and may be distributed publicly.

SaskEnergy is committed to the promotion of the industrial and economic growth of the NWPTA region.  SaskEnergy may choose to only accept bids from NWPTA region suppliers or give preference to bidders who are NWPTA region suppliers.  SaskEnergy has the sole, absolute and final discretion and authority to determine whether a bidder is a NWPTA region supplier.
