This Request for Qualifications (“RFQ”) is an invitation by the Government of Saskatchewan (“GOS”) and Ministry of Highways and Infrastructure (“MHI”) to prospective Contractors (“Respondents”) to qualify for eligibility to provide Various Maintenance and Construction Activities on Various Provincial Highways as further described in the RFQ Particulars.

To supplement internal delivery, MHI requires industry partnerships to deliver a variety of construction and maintenance activities both on a routine and emergency basis on the following infrastructure:

• highway surface, embankment, and side slopes;
• approaches;
• ditches;
• drainage structures (culverts, bridges, and drains);
• guardrail and fence;
• lighting structures;
• highway signs, guideposts, and delineators; and
• aggregate stockpiles, sources, and storage sites.

In response to the recent COVID-19 activities, Government of Saskatchewan SaskBuilds will be working remotely. Subsequently, only email bid submissions will be accepted at this time.

Respondents that qualify in one or more Work Categories, as a result of this RFQ evaluation, may be invited to participate in a second-stage competitive procurement process for a specific project or multiple specific projects.  Respondents are permitted to submit qualifications for one or more of the following eight (8) Work Categories:

• Asphalt Concrete Paving;
• Granular Surfacing;
• Earthwork and Open Cut Culvert Installation;
• Culvert Boring, Tunnelling or Ramming;
• Aggregate Processing (Small and Large Scale);
• Hauling;
• Supply of Equipment and Labour or Miscellaneous Works; and
• Roadway Improvements.

Note:  Respondents who have previously pre-qualified on competition RFQ-19001 are not required to resubmit unless they would like to update their technical submission for one or all Work catagories. Inclusion on the Pre-qualified Contractor List will be indefinite as further described in section 2.5 of the RFQ.
