Dam Safety Reviews (DSR) shall be completed for both Duncairn and Eastend dams. The DSRs shall each consist of an evaluation of all aspects of design, construction, maintenance, operation, surveillance, processes, and systems affecting the safety of the dam, including the dam safety management system.  Each DSR will include all components of the dam and should be based on current knowledge and standards, which may differ from acceptable standards at the time of construction or a prior DSR. All services associated with the DSRs, including investigations, inspections, analyses, and any other services, shall be completed as per the Canadian Dam Association 2007 (Revised 2013) Dam Safety Guidelines.

WSA is a Treasury Board Crown corporation within the meaning of The Crown Corporations Act, 1993 (Saskatchewan) that is governed by The Water Security Agency Act (Saskatchewan).  WSA is responsible for water management in the Province of Saskatchewan, which includes managing the Province’s water supply, protecting water quality, ensuring safe drinking water and the treatment of wastewater, reducing flood and drought damage, protecting aquatic habitat, and managing 72 dams and related supply channels.
