The Ministry of SaskBuilds and Procurement (SBP) requires a Site Servicing for the preparation of the site. The site is greenfield with no services attached.  As a pre-requisite for construction of the Regina Specialized Long Term Care Home, all major systems and subsystems must be investigated and installed at the site before the construction phase. The services and systems that need to be investigated and installed are the sanitary sewer, storm sewer, potable water, and site grading and materials testing.

The site is a 390-acre greenfield located south of Saskatchewan Polytechnic in Regina Saskatchewan. This is a Government of Saskatchewan own site which involves setting up site infrastructure (roads, utilities, etc.)
