The Town of Rosthern (the Town) is issuing this Advanced Contract Award Notice for information purposes only. This is not a Request for Bids.

The Town is planning to expand their existing water well field and is intending to negotiate directly with Beckie Hydrogeologists Ltd. (Beckie) to provide professional hydrogeologic services related to the Project.

The scope of hydrogeologic services for the Project will generally include:

• Pre-design, design and bid period services;
• General and resident hydrogeologic inspection services;
• Exploration test drilling and observation well installations;
• Water well(s) construction and pump testing;
• Hydrogeologic data analyses and reporting;
• Engagement with regulatory agencies for permitting purposes;

The Town is proceeding with this Advanced Contract Award Notice for a number of reasons including:

1. Beckie been the exclusive provider of hydrogeologic services to the Town since 1986 and has extensive knowledge of the existing facilities though ongoing work for the Town.  Major hydrogeologic projects previously directed by Beckie for the Town include the following:
   • 1986: Groundwater exploration project to identify a groundwater source to replace the surface water supply that the Town was using at that time;
   • 1988:  Water Well(s) Construction Project (3 water wells);
   • 1999:  Water Well(s) Construction Project (5 water wells);
   • Supplementary aquifer assessment projects in 1998 and 2015;
   • GUDI Assessment/Classification of the Town’s water well field, 2014/2015;
   • Water Well(s) Rehabilitation Projects in 2003/2004, 2008/2009, 2013 and 2019;
   • 2021:  Groundwater exploration project to identify potential locations for future water wells;
   • 2022:  Water Well(s) Construction Project (3 water wells).  
2. The Town and Beckie have completed the proposed scope of work and have initiated the land access agreements for the proposed Project.
3. The Town wishes to continue with the design intent for the planned expansion of their existing water well field.
4. The Town wishes to benefit from their experience to date with Beckie and from Beckie’s knowledge of the existing facilities.
5. Beckie has the capabilities to complete all phases of the hydrogeologic work without the need for sub-consultants.
