This Competition replaces COR5418 Enviroment & Sustainability Framework.
On October 28, 2020, Regina’s City Council approved City Administration’s recommended course of action to build an Energy & Sustainability Framework (ESF). The ESF is intended to be made up of, among other things, community-wide and municipal government action plans, with timelines and targets to achieve a renewable Regina by 2050.
The scope of the action plan should include, but is not limited to, land use and transportation planning, development and building permit guidelines, energy efficient building design, transportation demand management, waste management, energy conservation, regulatory tools, financial tools, advocacy for legislative change, as well as public education and awareness.
To ensure the ESF is successful at achieving the goal of renewability by 2050 and to ensure transparency, the ESF will need a regular and ongoing progress reporting framework that includes community reporting at regular intervals.
It is important that Regina’s ESF is developed in a way that embeds community engagement throughout the process and pays special attention to the impacts of climate change adaptation and mitigation on traditionally underrepresented people and groups.
Finally, the Framework will include, as accurate as possible, the financial and economic impacts associated with the Framework’s implementation.
