This Request for Proposals (the “RFP”) is an invitation by SaskTel to prospective Suppliers to submit proposals for the provision of SS7 Vulnerabilities Assessment, as further described below (the “Deliverables”):

This type of assessment has never been performed on the SaskTel network.

Find a vendor to asses the SaskTel SS7 network for vulnerabilities listed by GSMA IR.82 and FS.11. The GSMA documentation specifically lists a number of messages that are deemed risky that must be tested. The vendor will perform their tests remotely or come to Regina to perform the test on-site. The tests should not be intrusive to the network or SaskTel subscribers.

Once the testing is done a report detailing the results should be provided to SaskTel along with a workshop explaining the report/results.

The same vendor would come in on a separate occasion to provide SS7 telecom security training. This type of training is brand new to SaskTel as well.

The outcome of the results will:

-Provide SaskTel a benchmark of what the SS7 security looks like today.

-Use the results of the report as part of the business case for an SS7 firewall.
