This Request for Quotations (the “RFQ”) is an invitation by KGS Group as Owner’s Engineer on behalf of the Water Security Agency (“WSA”) to prospective respondents to submit non-binding quotations for WSA-2021OE-0017 – Engineering Services for Embankment and Appurtenant Structure Improvements at Multiple Dam Sites, as further described in Section A of the RFQ Particulars (Appendix A) (the “Deliverables”).

This RFQ for Engineering Services refers to various work required at six dams – Avonlea, Blackstrap South, Broderick North and West and Summercove. The work includes repairs to a variety of areas experiencing erosion, trash rack repair, riprap rehabilitation, vegetation control, riparian outlet rehabilitation, debris management, installation of log booms, etc. The successful respondent (consultant) shall review available information, conduct field inspections and investigations if required, and develop options for mitigating the identified issues. Based on approved options at the respective dams, the consultant shall complete detailed design, develop construction procurement documents, assist in the competitive selection of a contractor, and provide engineering services during construction, commissioning, and closeout.

WSA is a Treasury Board Crown corporation within the meaning of The Crown Corporations Act, 1993 (Saskatchewan) that is governed by The Water Security Agency Act (Saskatchewan).  WSA is responsible for water management in the Province of Saskatchewan, which includes managing the Province’s water supply, protecting water quality, ensuring safe drinking water and the treatment of wastewater, reducing flood and drought damage, protecting aquatic habitat, and managing 72 dams and related supply channels.
