1. The Saskatchewan Health Authority (the “SHA”) is currently inviting proponents to provide proposals for the supply of the surgical services described in Appendix A to this document (collectively, the “Services”), in the cities of Saskatoon and Regina, and as further outlined in this Request for Proposals (“RFP”). A successful proponent would provide the Services through its own facility or facilities (each, a “Facility”) that currently exists or that will exist prior to the successful proponent’s commencement of the Services.
2. An individual or entity responding to this RFP is referred to in this RFP as a “proponent”.
3. The SHA expects that a successful proponent would provide services commencing on or about July 1, 2020.
4. The SHA is aware that certain proponents may be able to deliver the Services in both Saskatoon and Regina, while others may wish to submit a proposal to provide Services only in Saskatoon or in Regina. The SHA does not require proponents to provide Services in both locations in order to participate in this procurement. In its evaluation process, the SHA will not discriminate against proponents that are able to provide Services in only Saskatoon or Regina. However, the SHA does prefer to receive proposals that demonstrate a proponent’s ability to provide all of the Services at each Facility identified in its proposal.

5. Background information pertaining to this RFP is included in Appendix A to this document. Appendix A also contains a tentative timetable for this RFP. The target dates contained in that timetable are subject to change by the SHA, in its sole discretion, at any time.
6. This RFP is not a tender and does not create contractual obligations between the SHA and any proponent.
7. Proponents should note that procurements falling within the scope of Chapter 5 of the Canadian Free Trade Agreement (CFTA) and/or the New West Partnership Trade Agreement are subject to those trade agreements.
