Development of Greenhouse Gas Offset Quantification Protocols -- ENV20201223

The Ministry of Environment is seeking the services of a qualified and knowledgeable consultant in the development of two greenhouse gas offset quantification protocols for use in the Saskatchewan Greenhouse Gas Offset Program covering the following activities:

(a) Landfill gas capture and combustion; and
(b) Aerobic composting.

Saskatchewan’s Management and Reduction of Greenhouse Gases (Standards and Compliance) Regulations (the Regulations) require regulated facilities to meet greenhouse gas (GHG) emission intensity performance standards. Recognizing it may not be feasible for a regulated emitter to make a capital investment in step with required GHG emission reductions, the Regulations allow for the use of flexible compliance options, including GHG offset credits, to achieve compliance.

GHG offset credits represent voluntary GHG emission reductions or removal enhancements. Offset credits are generated by offset projects through an established offset program. Offset project developers within Saskatchewan’s offset program will be required to use approved GHG offset quantification protocols (offset protocols) in determining the GHG emission reductions or removal enhancements achieved by an offset project. Offset protocols are documents that facilitate the creation of offset credits by providing information on the appropriate scope and boundaries for a project, the relevant GHG sources, sinks and reservoirs, as well as the quantification methodologies and data management requirements to be used. Additional information found in offset protocols may include eligibility criteria and measures to address leakage and permanence.

It is expected that the two greenhouse gas offset quantification protocols will be adapted from similar offset protocols in existing offset programs, where possible, utilize peer-reviewed science and best practices, and account for Saskatchewan-specific circumstances. It is expected that the greenhouse gas offset quantification protocols developed will align with ISO Standard 14064-2 and allow for third-party verification of offset projects.
