Ministry of Trade and Export Development Advertising Services Competition

The Government of Saskatchewan is seeking an experienced advertising partner to provide comprehensive communications and marketing services for the Ministry of Trade and Export Development (TED). You will be working with TED’s marketing and communications branch (MC), which also provides services to the Ministry of Energy and Resources (ER) through a shared services agreement.

The two ministries play a crucial role in strengthening and growing Saskatchewan’s economy and are responsible for achieving many goals outlined in Saskatchewan’s Plan for Growth. TED’s priorities are to grow the value of Saskatchewan’s exports and investments; increase Indigenous participation in the economy; create a competitive business environment to ensure Saskatchewan is a great place to invest and grow a business; and connect Saskatchewan to the world, and the world to Saskatchewan.

MC requires an AOR with extensive experience in international business-to-business (B2B) marketing. MC needs an agency that understands, for example, the unique nuances of marketing trade and investment opportunities to India compared to the United States. Additionally, the AOR must have the connections and expertise to research priority international markets and help strategically target investors and buyers in those markets.

Interested suppliers must demonstrate professional experience in:
• Best in class thought leadership in research, strategic brand planning and campaign execution
• Comprehensive marketing communication planning and execution, specifically with international business-to-business (B2B) marketing that includes digital, social and traditional components.
• Strong communication skills in terms of understanding clients’ needs, and delivering superior account administration and project management
• Willingness to work collaboratively to offer innovative ways to increase effectiveness and efficiency of marketing communication services

Companies interested in pursuing this account should submit a brief letter of intent (not exceeding two pages). The letter should specifically articulate why your experience and capabilities relating to the criteria above make your firm the best choice for this account. Please include two client references who can speak to your ability in the criteria above. Also, bidding firms must identify any intent to use subcontractors and include a description of the scope of services. From the responses, a shortlist of firms will be developed. These firms will be asked to prepare a proposal and may be asked to demonstrate their capability in an in-person presentation to a selection panel.

Bidding suppliers must immediately disclose to Communications Services, Executive Council, any actual or potential conflict of interest which currently exists, or which may arise during the period of the competition. 

Letters of intent should be marked Ministry of Trade and Export Development Advertising Services Competition LOI and must be received by email to commtenders@gov.sk.ca no later than 11:00 a.m. Saskatchewan time, October 21, 2025.
