This Negotiated Request for Proposal (NRFP) is issued by Government of Saskatchewan (GOS) on behalf of The Ministry of Education (MOE) and Northern Lights SD 113, collectively known as “the Owners”. The Owners are seeking to retain the services of a Prime Consultant and team for Project #11 – Ducharme Elementary School PreK-6, Northern Lights School Division, Replacement School (the “Project”), further described in Appendix A – NRFP Particulars.

The Successful proponent will be responsible for architectural and engineering services related to the successful design and construction of a PreK-6 elementary school. This Project will be a collaborative effort between The Ministry of Education (MOE) and The Northern Lights SD 113 Board of Education as “the Owners”.

Northern Lights School Division is a provincial school system serving a predominantly Aboriginal school population located throughout the northern geographical half of Saskatchewan. The schools are very diverse ranging from 10 to 500 students per school, and catering to Cree, Dene, Metis, French, and English Cultures. Northern Lights School Division operates 22 schools with our office in La Ronge. 

The division is progressively piloting programs unique to Canada, staying on the cutting edge of technology, and integrating the varied cultural aspects of the communities into the classrooms.
