This Request for Quotations (the “RFQ”) is an invitation by KGS Group as Owner’s Engineer on behalf of the Water Security Agency (“WSA”) to prospective respondents to submit non-binding quotations for the Engineering Services for WSA-2021OE-0086 – Engineering Design and Construction Administration for Erosion Repairs and Containment Dyke Upgrades.

The dam sites requiring engineering services are the Dellwood Brook Dam, which impounds the Dellwood Reservoir and is the terminal dam of the Saskatoon Southeast Water Supply (SSEWS) system; and the Candle Lake Dam, which is comprised of a control structure/spillway and a fishway on the Torch River. The Dellwood Brook Dam is located 14 km northeast of the Town of Watrous, SK and the Candle Lake Dam is located 80 km northeast of the City of Prince Albert, SK.

The purpose of the project is to implement a geotechnical instrumentation plan at the Dellwood Brook dam embankment, assess designs to rehabilitate/stabilize eroded portions of the earth fill dam components and channels, and prepare procurement packages for the construction required for rehabilitation. In addition, the successful respondent (consultant) will provide construction management services during the construction phase.

WSA is a Treasury Board Crown corporation within the meaning of The Crown Corporations Act, 1993 (Saskatchewan) that is governed by The Water Security Agency Act (Saskatchewan).  WSA is responsible for water management in the Province of Saskatchewan, which includes managing the Province’s water supply, protecting water quality, ensuring safe drinking water and the treatment of wastewater, reducing flood and drought damage, protecting aquatic habitat, and managing 72 dams and related supply channels.
