Submissions clearly marked "COR25-00161 - Video Animation Platform”, in the header line, will be received by the City of Regina, via email at procurement@regina.ca, no later than 2:00:00 p.m. Central Standard Time, on January 8, 2026

This solicitation describes that the City of Regina is seeking to award a contract to allow for the City to create animated videos that will be usable in the City's Learning Management System (LMS) and Articulate. It is the intention of the City to enter a ten (10) year agreement for a video animation platform consisting of the following functionalities and specifications. 

Unless otherwise indicated, and subject to applicable exceptions and exclusions, this procurement is covered by:

Chapter 5 of the Canadian Free Trade Agreement
Chapter 19 of the Comprehensive Economic and Trade Agreement
Article 14 of the New West Partnership Trade Agreement
