Saskatchewan Housing Corporation’s (SHC) Rental Development Program (RDP) is a program to increase the supply of modest, affordable housing in Saskatchewan.  The RDP is funded jointly through the provincial government by SHC and through the federal government by Canada Mortgage and Housing Corporation (CMHC) under the Investment in Affordable Housing (IAH) 2014-2019 Agreement and the 2016-2018 Social Infrastructure Funding Allocation (SIF). CMHC and SHC are proud to support apprenticeship training programs in Saskatchewan.

Capital assistance is available for the development of modest affordable rental units for clients who are “hard-to-house” and whose incomes are at or below the Saskatchewan Household Income Maximums-Low, in southern communities with populations over 5,000 or in communities in the Northern Administration District.

Proposals must be at least four units and must add to the rental housing stock for the identified client group. This Request for Proposals will consider new construction, conversion or acquisition. Acquisition of existing buildings and conversion of non-residential accommodation will be encouraged in communities with an above balanced market vacancy rate. Those interested are encouraged to form partnerships and examine innovative funding options to maximize the number of units that can be developed, support tenants who are “hard-to-house” with programs or services, encourage skills development in the construction trades, and ensure the long-term financial viability of proposed projects.  The RDP requires support for the use of apprenticeship programs in the construction of the housing project.

As a first step in accessing the program, non-profit and for-profit corporations, cooperatives, First Nations bands, municipalities, and management bodies registered in Saskatchewan, are invited to submit a full proposal.
