This Request for Proposals (the “RFP”) is an invitation by the City of Regina (the “City”) to prospective proponents to submit proposals for 2024-25  Winter Maintenance Motor Graders & Operators  as further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”).

This tender is primarily for maintaining city's road-network during winter. During adverse weather conditions such as heavy snow accumulation, hired contract graders are deployed with the City owned fleet of Motor Graders to provide snow plowing services to meet the timeframe and service objectives outlined in the Winter Maintenance Policy. The procurement under this tender will specifically help the RSO branch of R&T meet their KPI targets relating to systematic plowing of city's category one to four road network in a timely and efficient manner. Contractor graders also help the City crew attend to Service Requests and trouble-spots quickly across the city.

This procurement aligns with the following Council goals and priorities - Economic Prosperity, Environmental Sustainability, Community Safety & Well-being, Vibrant Community, and Operational Excellence, as the contracted equipment will help with ensuring our road network is timely cleared of snow and ice after every major snowstorm. The mobility on our road network is very crucial to meet the above goals.

Under this contract, contracted graders with operators and suitable attachments will be required during 2024/2025 winter season. The contract will be set-up for a one-year term with a provision for an additional year’s renewal on the same or modified terms. The City would be able to re-tender at the end of the first years' term, as required.

The required number of Motor Graders is 20 for the entire period of the contract.
