The Buffalo Pound Water Treatment Corporation is upgrading the existing control system to a Distributed Control System at the Buffalo Pound Water Treatment Plant. The intent of this RFP is to obtain Proposals for a DCS and associated services as described in this document. The evaluation of the DCS will be based on the requirements and specifications included in this RFP and responses provided by the Proponent. Detailed design is currently underway for the control system upgrade. After the detailed design phase of the project, The Supply Contractor will be required to enter into a Novation Agreement with a General Contractor to be a sub-contractor to the General Contractor for the construction phase of the project.
The work includes, but is not limited to the following:

• DCS Hardware and associated new cabinets;
• DCS Hardware to be mounted in existing cabinets;
• Engineering and Operator Workstations;
• Servers;
• Software;
• Process Simulator;
• DCS Engineering Services;
• DCS Configuration, Programming, Testing, and Commissioning Services;
• Training;
• Yearly Maintenance.
