Abandonment of Petroleum & Natural Gas Wells/Flowline Abdn. and Site Decommissioning (2019-2021) -- 23-188702

This Request for Proposals (“RFP”) is an invitation by the Government of Saskatchewan, as represented by the Minister of Energy and Resources, to prospective proponents to submit proposals for the provision of Downhole Abandonment(s) on Oil, Gas and Industry Related Wells; Flowline Abandonments; and Well/Facility Site Decommissioning.

The Minister of Energy and Resources (“Minister”), is seeking competitive proposals for the Saskatchewan Oil and Gas Orphan Fund to successfully conduct the above mentioned work on orphaned oil/gas/industry related wells, facilities, etc. predominantly in the areas of Lloydminster, Kindersley, Swift Current and Estevan, Saskatchewan.  It is anticipated that approximately 400 down hole abandonments, with the associated site decommissioning, approximately 300 flowline abandonments and various facility decommissioning will be required between April 1, 2019 and March 31, 2022.

As a result of this competition, the Ministry of Energy and Resources (Ministry), intends to select a maximum of five (5) qualified suppliers that have the ability to service the entire Province of Saskatchewan. Each successful supplier will be provided with an opportunity to quote on each multi-well project (four or more wells).  Consideration for selection will be given to cost, well location and supplier availability.  Preference may be given to the supplier with the lowest overall cost.  Depending on the site condition and location, the final scope and cost of assessments will be negotiated.
