The City of Lloydminster (City) is requesting submissions from qualified Consultants to complete the required design and implementation of a modernized control system at four (4) facilities which make up the City’s water works system. The water works system consists of the following facilities:

Each facility utilizes a control system consisting of instrumentation, controllers, local/remote HMI software, cellular and radio communication which monitor and operate the individual systems from the Water Treatment Plant control room. 

The current control systems are outdated and have many components that are no longer supported by vendors for replacement.  The City wishes to upgrade the control system to improve operational reliability of the WTP and the remote facilities (River Pumphouse, Husky Pumphouse and West End Reservoir). The upgrade will need to be carefully planned and completed in phases while the WTP continues to produce potable water that meets regulatory requirements as a shut-down of any one (1) of the four (4) facilities will not be permitted for an extended period of time.
