This Negotiated Request for Proposal (NRFP) is an invitation by the Government of Saskatchewan (GOS) to prospective Proponents to provide Submissions for the provision of a new host agency for the Cognitive Disability Strategy Consultant in Yorkton, Saskatchewan, as further described in the NRFP Particulars (Appendix A).

The Cognitive Disability Strategy (CDS) was established in 2005 in collaboration with the Ministries of Health, Justice, Education, Government Relations, Corrections and Policing, and Social Services to provide funding and services to help support people with cognitive disabilities including Fetal Alcohol Spectrum Disorder, Autism Spectrum Disorder, Acquired Brain Injuries, and other cognitive-related disabilities, whose needs cannot be met by an existing system.

The objectives of these services are to:

• Support individuals with cognitive disabilities and their families where programs and services are not available or adequate through the mainstream systems.
• Assist individuals with cognitive disabilities and their families to access CDS flexible funding, as per the CDS Policy and Guideline Manual.
• Provide behavioural consultation, planning, and case management services to individuals and families where no other systems available for providing such support.
• Provide training/educational support and skill development to service providers.
