1)INTRODUCTION AND BACKGROUND

The RVCL) is requesting proposals from qualified consultants with demonstrated expertise and experience to prepare a 20-year Parks, Open Space and Trails Master Plan. The plan will be prepared with input from local stakeholders in a manner appropriate to the community context and submitted to Council for final approval. The new Plan will provide direction in the development of a system of parks and trails (that may include integration), including RVCL owned parks, trails, dedicated lands and recreation amenities.

1)   In preparing proposals and the plan, consideration shall be given to the following:

The RVCL is committed to provide accessible, safe, connected parks and recreation spaces to increase and promote healthy living in addition to acting as an economic driver for residents and visitors, and the importance of these spaces and amenities to attracting tourism and growing our residential base.
The connection of local park and open spaces to the Sandy Bay and Minowukaw Provincial Parks, and serve the diverse users of these spaces throughout all 4 seasons.
The capacity of these spaces to meet the needs of current and future residents that offers a variety of passive and active recreation opportunities;
Sensitive areas and traditional uses and activities to mitigate degradation and conflict in their use;
Existing undeveloped and developed paths and walkways throughout the RVCL.
The RCVL has a varied demographic mix that requires balancing needs to serve all segments of our community. Parks, trails and open spaces are important to attracting new residents to the RVCL and its attraction to visitors.
The final plan shall include sufficient decision-making information for the RVCL Council and Administration to readily implement its recommendations, including but not limited to clearly identified and prioritized projects, projected costs of development, site locations and configuration criteria, construction templates such as trail cross-sections, and equipment specifications such as playground equipment, furniture and signage and the like.
The final plan shall be appropriately detailed while being concisely and attractively presented to promote easy access and readership.
