WSA intends to engage an engineering consultant to complete the detailed design of hydrotechnical upgrades at the Candle Lake Control Structure. Summarized at a high level, the scope includes:

- Pre-design site assessment work such as topographic and bathymetric surveying, and geotechnical exploration;
- Design of a retrofit hydraulic jump stilling basin including all appurtenances and related reports and analyses;
- Provision of drawings, specifications, and work instructions for replacement of the existing radial gates;
- Design of Public Interaction Around Dam (PIAD) elements such as signage, fencing, and debris/safety booms;
- Design for construction support such as sizing and minimum requirements for cofferdams and diversion channels;
- Procurement and permitting support;
- Office- and Field-based Construction support; and
- Provision of as-built drawings and project turnover package.

WSA is a Treasury Board Crown corporation within the meaning of The Crown Corporations Act, 1993 (Saskatchewan) that is governed by The Water Security Agency Act (Saskatchewan).  WSA is responsible for water management in the Province of Saskatchewan, which includes managing the province’s water supply, protecting water quality, ensuring safe drinking water and the treatment of wastewater, reducing flood and drought damage, protecting aquatic habitat, and managing 72 dams and related supply channels.
